Roby Chairs First HASC Oversight & Investigations Hearing as Chair

WASHINGTON, D.C. – U.S. Representative Martha Roby (R-AL) presided over her first hearing as chair of the House Armed Services Subcommittee on Oversight and Investigations Tuesday, focusing on the Quadrennial Defense Review (QDR), a report by the Department of Defense determining threats and recommending long-term strategy for how to meet them.

With the drastic “sequester” military cuts just three days from going into effect, Rep. Roby said the Administration’s long-term threat estimate and strategic planning are now all the more important.

“The new QDR will likely be the Obama Administration’s first detailed explanation of how it plans to deal with the effects of the President’s sequester military cuts in a dangerous world,” Rep Roby said. “President Obama proposed the sequester, and now he refuses to work with Congress on ways to replace it with smarter, more responsible cuts. I’m interested to see just how the Obama Administration plans to maintain America’s strong global posture with the real possibility of a hollowed-out force.”

Testifying before the subcommittee today were:
· Mr. Shawn Brimley, Vice President and Director of Studies, Center for a New American Security (also assisted in drafting 2010 QDR);

· Dr. Colin Dueck, Professor, George Mason University;

· And Mr. Jim Thomas, Vice President and Director of Studies, Center for Strategic and Budgetary Assessments (and principal author of the 2006 QDR).

“Today’s panel was helpful at articulating how the principles on which a national defense strategy should be based, and articulating how those involved in the current effort might approach their task. I’m eager to see this process through,” Rep. Roby said.

The QDR process is just now beginning and will not formally be complete until 2014.
