We're learning more about the interstate pileup that killed 11 people in Florida this past January.
A report released by the Florida department of law enforcement says no member of the Florida highway, patrol or any other government agency, acted with criminal intent.
Even so, the agency is calling for several changes to traffic control policy.
It recommends the Florida highway patrol establish mandatory protocols for incidents that affect traffic flow and roadway safety.
The report also calls for an investigation into the contradictory testimony from two Florida highway patrol officials
