Swiping your debit card could be hurting small businesses.
Retailers usually pay a transaction fee for each swipe of a debit card.
But the national retail federation says those fees are rising, hurting small businesses.
Last year the government put a cap on those charges.
However the federation says companies like Visa and Mastercard aren't following the law.
It claims those fees are costing businesses a quarter or more--- even on a 99-cent transaction.
