It says thrifty people can stretch their dollars further in St. Louis thanks to the low living costs and high incomes relative to those costs.
The cities on the top 10 list also offer plenty of free, or nearly free things to do like hanging out in St. Louis' forest park, which is one of the largest urban parks in America.
