The president says he can't understand how the GOP can reject the idea of even debating the reform of Wall Street rules that led straight to the global meltdown.
And he told an Iowa audience, obstruction cannot be the last word. He says he won't "let this effort fall victim to industry lobbyists."
Republicans say what they want to do to the package is strengthen it with bans on future bailouts -- and rules that won't drive banking customers overseas.
