Tropical Storm Juliette is moving northwest along the Pacific coast of Mexico's Baja California peninsula, bringing wind and rain.
The storm's maximum sustained winds early Thursday decreased to near 45 mph (75 kph).
A tropical storm warning has been extended northward and is now in effect for the peninsula's west coast from Agua Blanca to Punta Eugenia and for the east coast from La Paz to San Evaristo.
As the storm bore down Wednesday in Cabo San Lucas, police officers used their patrol cars' speakers to warn people in neighborhoods prone to flooding and urge them to go to one of 164 shelters set up by authorities.
The storm is moving near 22 mph (35 kph) and is expected to lose tropical storm strength by Thursday night or early Friday.
