The Department of Defense is trying to soften the impacts of a second year of sequestration.

Options being considered include stepping up the drawdown of troops and reduction in force orders for civilian employees.

Top financial officer Robert Hale says much depends on factors the Pentagon doesn't control.

On the uniformed side, the Army is looking at reducing the number of active-duty soldiers from 570,000 to 380,000. The Marines are looking at a reduction of 28,000. The navy and air force are also looking at force reductions.
