The company's last roundtrip cruise left the city on Saturday.
The ship Enchantment of the Seas will now be based out of Baltimore.
Miami-based Royal Caribbean has sailed from Norfolk since 2007.
Company spokesman Harrison Liu says Baltimore offers a year-round demand for passengers.
Maryland Port Administration spokesman Richard Scher says Baltimore's cruise terminal is within a two-hour drive of several major airports and located in a large population area.
