Proposed Budget Cuts Could Shake Up Clerk's Office
Alabama Governor Robert Bentley has proposed shifting $45-million in tax revenue from education to help state agencies that would be affected by the cuts.

Agencies across Alabama could soon face another round of budget cuts.
Alabama Governor Robert Bentley has proposed shifting $45-million in tax revenue from education to help state agencies that would be affected by the cuts.
In Tuesday's state of the state address Alabama Governor Robert Bentley suggested slashing 25-percent of state funding to area programs, making it the worst cut since 1983.
“It's not fair to the public, to the judges, to people who walk into this building trying to conduct business,” said Houston County Circuit Court Clerk Carla Woodall.
Woodall read about the proposal and says this is all too familiar for her.
Six months ago her budget was cut by 35-percent, that's 7-positions she had to let go.
“I had an employee who was 8 months from retirement,” said Woodall.
That employee along with others, were hired back on as hourly employees but lost all their benefits.
“I don't think the legislature realizes the effects these cuts have,” she said the time-sensitive nature of the job has her staff working after-hours to make sure appeals are processed before the deadline.
“Because as soon as that order is rendered, the appeal process runs, if its 2 weeks before we can issue an order, and get it into the mail to issue the order, the appeal time has already run in small claims court,” said Woodall.
Woodall is concerned about the backlash she could receive from the community, but she says so far people have been supportive.
"I'm thankful, grateful, and surprised at how many jurors waive their pay when they see what we are doing."
Clerks are processing orders, subpoenas, petitions, complaints and "they're also processing all of the payments that come in and the disbursement of money."
And it's all done in this cash-strapped office working with less man-power.
The state of Alabama funds 47-percent of the clerk's office.
Since Bentley's address, Republican legislative leaders have said the proposed budget won't pass.
