Ala.'s Mental Health Commissioner in Washington

MONTGOMERY, Ala. (AP) -- Alabama's mental health commissioner is in Washington to testify to a U.S. Senate committee.

A spokesman for the Alabama Department of Mental Health said Zelia Baugh will testify Thursday to the Senate Committee on Health, Education, Labor and Pensions.

She will talk about Alabama's efforts to move people with mental illnesses from hospitals and other large facilities into community-based care, such as group homes.

The committee held a similar hearing two years ago and is looking at how states have progressed toward community-based care.
