Defense Secretary Donald Rumsfeld says he's not surprised by the attempts to frighten Iraqis and drive coalition troops out of the country.
But Rumsfeld says insurgents are mistaken if they think the US and its partners will be deterred by kidnappings and beheadings. In his words: "It won't work."
The Pentagon chief says while two countries have withdrawn their forces, many more have not.
Rumsfeld praises Japan, South Korea, Bulgaria and other countries for pledging not to withdraw their forces under threat.
