Commissioner Doug Dal-Rymple says the center in the Mount Pleasant community is far from being completed.
He says the center is supposed to be finished by the end of this month.
Monday, the commission unanimously voted to stop additional payments until the work is at least 85-percent complete.
During recent months, Dal-Rymple and the architectural firm have had several disagreements about the construction project.
