No criminal charges will be brought against Dothan’s chief of police or the city attorney.

District Attorney Doug Valeska made the decision after reviewing the investigation into a complaint filed last month by Officer RaeMonica Carney of the Dothan Police Department.

Carney accused Chief John Powell and Attorney Len White of witness intimidation and criminal coercion.

A wrongful death suit filed against the city and the police department alleged that Tabitha Farmer should have been arrested, the night she ran over Larry Dowling at Southern Family Market.

Farmer was involved in a wreck minutes earlier. Officer Carney was at the scene of the first wreck.

She said she did not feel Farmer was safe to continue driving but other officers cleared her to go.

The allegations were investigated by the Houston County Sheriff's Department and the Alabama Bureau of Investigations
