Aides say the president will telephone Arnold Schwarzenegger later Wednesday, following the actor's victory in Tuesday's Recall Election.
Press Secretary Scott McClellan says Bush, "Looks forward to working with governor-elect Schwarzenegger."
Officials are leaving open the possibility that Bush will meet with Schwarzenegger next week in California. The president has two fund-raisers scheduled in the state, on his way to a six-nation Asian tour.
Bush told reporters Tuesday that he thought Schwarzenegger waged a "spirited" campaign, though during the recall race, White House officials said the issue was one for Californians to decide
