On September 26, 2008 the Panama City Police Department received a call from Mary Sue Boles. Ms. Boles is the Program Manager for the Millville Community Redevelopment Agency or C.R.A.. Residents that live in the 100 block of North Church Avenue notified Ms. Boles that someone was dumping used tires on a vacant lot.
The residents observed someone driving a truck that had dumped the tires in the area and they obtained a tag number. The tag number led the Panama City Police Department to William E. Hobson who is 19 years old and lives in Southport, Florida. Hobson after being given his Miranda warning admitted to going to that location several times during the past month or so and dumping the tires.
A second defendant was identified, John Sanders Miller who is 43 years old also from Southport, Florida. Miller also provided a statement after he was read his Miranda rights. Both subjects have been arrested and charged with Felony Littering in excess of 500 pounds. They were both transported to the Bay County Jail to await first appearance.
The residents of Millville along with support from the Millville CRA have been working very hard in their efforts to bring Millville back to its historical beauty. This arrest was made possible because the residents got involved in their neighborhood and watched out for suspicious activity such as this incident. Because of this partnership between the residents of Millville, the Millville CRA and the Panama City Police Department, we were able to conclude this investigation with an arrest and clean up the lot in less than 2 weeks. There were over 200 used tires and metal rims dumped on this property.
