State of the Union

On Tuesday, President Bush will deliver his State of the Union address with war looming in Iraq.

Aides said the speech will brace Americans for war -- but not declare it.

Secretary of State Colin Powell said if war comes, it'll be because Saddam Hussein has ignored the final UN command to disarm.

Powell said Saddam has "not much more time" to comply. He said the U.S. can't "keep kicking the can down the road."

Bush isn't expected to reveal dramatic new evidence to persuade skeptical Americans or U.S. allies.

He will discuss a multitude of domestic proposals: tax cuts to spur the economy, drug-treatment dollars for church groups and more prescription drug coverage for the elderly.
