Lottery in Alabama

An Alabama lottery would not keep people from spending gambling money outside the state, according to Alabama Policy Institute President Gary Palmer.

Palmer was the guest speaker at Tuesday's meeting of the Houston County Rotary Club. He believes the lottery could become an issue once again in the upcoming legislative session.

The Alabama Policy Institute has a pamphlet called "theft by consent." It talks about how states without lotteries actually maintain or increase their education spending more than states with lotteries.

Palmer said Alabama officials must do a better job of managing the current state budget.

Since 1989, the Alabama Policy Institute has helped Alabama citizens, lawmakers and business leaders study ways to limit government and encourage personal responsibility.
