U.S. Congressman Terry Everett and wiregrass local says FEMA has had an up and down response time.

In the 1960s when the hurricane hit, they didn't respond as quickly, then afterwards they tightened their reigns and got a little better. But now, he believes, especially after Hurricane Katrina they've fallen again.

Everett says he hopes FEMA's presence now in the Wiregrass will hopefully be a new step for the federal organization.
