House Republican leaders are promising to vote this year on a proposal to create personal retirement accounts under Social Security.

The plan, which was outlined last week and now has leadership support, calls for using the Social Security surplus to create those accounts.

House Speaker Dennis Hastert says it creates an account, "that will be there" for wage earners.

Democrats attacked the plan. Congressman Steny Hoyer charged Republicans with setting up a "shell game" aimed at undermining Social Security.

Republicans say the measure will create personal accounts for younger workers, and some of the funds would be used to replace part of their traditional benefit.

The program would also raise the government's official deficit estimates by as much as $1 trillion.
