A panel with a mandate to clear up Alabama's election procedures came up with a recommendation last year: pass a law to give state officials the authority to conduct election recounts.
Such a law would have cleared the way for a statewide recount of votes in the Nov. 5 governor's election. But the recommendations of the panel ended up forgotten in a file cabinet.
The panel was a subcommittee of a commission chaired by the governor, who did not give its proposals top priority.
A spokesman for House Speaker Seth Hammett, Jeff Woodard, said the bill apparently was never introduced and he found a copy of it last week in a file in the speaker's office.
