As President Bush gets set for a prime-time address on Iraq, the White House is urging Iraqi military commanders to defy Saddam Hussein.

Press Secretary Ari Fleischer said the president's message to the Iraqi officers Monday night will be: "Think before you act."

Fleischer notes any order to use biological or chemical weapons against U.S. forces would be a "criminal" act.

Bush's speech -- to an audience in Cincinnati at 7 p.m. -- is expected to be his most comprehensive indictment yet of Saddam's regime. It comes as Congress moves toward a vote on whether to give Bush broad war-making powers.

Aides said the 25-minute address will likely not break new policy ground. But they said he'll use it to answer in compelling terms the questions Americans have about Iraq.
