A woman who was raising a foster child says the girl's other caregiver lied when she told investigators that a state social worker took away the girl.
Pamela Graham told police she came home from work one day in December 2000 and Rilya Wilson was gone. She said she spent hours begging Geralyn Graham to tell her what happened to the four-year-old girl.
Pamela Graham says Geralyn Graham would only say that Rilya was fine and she didn't hurt her, but they weren't going to see her anymore. Pamela says Geralyn then made up the story about a Department of Children & Families caseworker. This all came out in court documents released yesterday.
The department discovered in April 2002 that its caseworkers had not made required visits to check on Rilya for at least 15 months, triggering an upheaval in agency management.
