Florida open record laws often violated, media finds

TALLAHASSEE, Fla. (AP) - Many county officials are creating
barriers to Floridians' access to public records, often because
they don't know how to handle requests.

The Florida Society of Newspaper Editors conducted an audit of
sheriff's offices, school departments and county administrators in
56 counties to see if they were complying with public record laws.

But 43 percent of the 163 agencies visited violated the law when
they were asked for e-mails or correspondence related to the
budget.

Auditors found most of the agencies wanted to cooperate, but
violated records laws by requiring auditors to provide their names,
put their requests in writing or provide a reason for the requests.
Other public employees just seemed confused when requests were
made.
