Strange says making that determination is a priority for his office.
Strange says the clock is running down on dealing with old civil rights cases because many date back to the 1950s and 1960s or even earlier.
Witnesses and victims have died or are now in poor health.
Strange says he would like to see those who committed such crimes brought to justice.
His comments came last week during a meeting with reporters.
Strange says he has talked with both a west Alabama prosecutor and the Southern Poverty Law Center about sharing information on old civil rights cases.
