Boston is on edge less than a week away from the marathon. On the same day the city paid tribute to those killed and injured a year ago, police arrested a man and accused him of a bomb hoax.

25-year-old Kayvon Edson, seen Tuesday walking erratically in amateur video, is facing charges of possessing a hoax device.

Sources tell CBS News the suspect had a rice cooker in his backpack that was filled with confetti. He walked around barefoot with a black veil over his head yelling Boston Strong.

Police took no chances, blowing up the backpack and another that was found at the scene filled with camera equipment.

All this took place near the finish line of next week's Boston Marathon and one year after two bombs exploded killing three and injuring hundreds more.

The Boston community and special guests paid tribute to victims Tuesday.

"We will always remember our guardian angels."

Survivors are vowing to put last's year tragedy behind them and to run next week's race without fear.

Lawyers for the Boston bombing suspect want some of the charges against him dropped and restrictions eased on him in prison.
