The Bay County Sheriff’s Office announced today the arrest in Georgia of a man on warrants out of Bay County for kidnapping and sexual battery.
On November 24, 2011, a complaint was filed at The Bay County Sheriff’s Office by the victim, stating a man he had met at a local bar and contracted to do repair work at his home had kidnapped him and sexually battered him on November 23, 2011. The suspect also forced the victim to give him banking information and then withdrew funds from the victim’s account using an ATM machine. His pictures were captured by the camera at the machine. The suspect did not free the victim until November 24 when the suspect used the victim’s car and drove him to Pensacola where he left him tied up in the vehicle and fled. The victim required medical attention as a result of injuries he sustained during this incident. The suspect was later identified as Thomas Duane Ramey, a transient.
On December 12, 2011, the Fulton County Sheriff’s Office responded to a call at a convenience store in reference to the attempted theft of a vehicle. The victim stated he had left his car running when he entered the store to make a purchase. When he came back out Thomas Duane Ramey was attempting to steal his car. The victim tried to open the car door to stop the theft when Ramey backed the vehicle up to get away and rammed into one of the gas pumps at the store. The victim managed then to open one of the car doors and drag Ramey out of the car and began to beat him. Ramey required medical attention once deputies arrived and was taken to a local hospital.
When questioned by deputies in Fulton County, Ramey did not initially give his correct name. But deputies found his ID on him and a quick search on the computer revealed outstanding warrants on Ramey from Bay County and other states. Thomas Duane Ramey, DOB 5/26/73, a transient, now faces multiple charges in Fulton County as well as Kidnapping and Sexual Battery in Bay County.
