The Senate Passed its version of the Farm Bill but now it is in the hands of House Representatives.
They are preparing to vote on whether to cut federally-subsidized crop insurance that helps farmers when they lose crops or revenue.
One amendment proposes to limit government help as well as subsidies. Also, food stamps could take a two billion dollar hit in the bill.
Democrats say the bill should cut more from farm subsidies and less from food stamps.
U.S. Representative Martha Roby says cutting food stamps saves taxpayers money.
"Our farm bill saves taxpayers 20 billion dollars by cutting out this waste, fraud, and abuse by this food stamp program. We do that in several ways. Number one, we prevent illegal immigrants from fraudulently obtaining taxpayers' subsidized food stamps,” said Roby.
