Alabama hospitals are urging Governor Robert Bentley to expand the state's Medicaid program.
They say if expansion doesn't happen, hundreds-of-thousands of residents living near the poverty line, would be uninsured.
However, the governor says the state simply can't afford to expand the already-struggling program.
If the program is expanded, the federal government would pay for the first 3-years.
After that, the state would pay 10-percent, which could add up to 400-million dollars per year.
