Bentley tells The Birmingham News that a special session is unlikely because of continued disagreements among lawmakers about how to help the county avoid bankruptcy.
Bentley has said he would call a special session of the Legislature next month if there was strong legislative support for bills to address Jefferson County's problems.
The county is looking for a legislative fix for its $3.14 billion sewer debt crisis and the fiscal 2012 county general fund budget, which commissioners say needs another $40 million.
