Defense Secretary Chuck Hagel is expected to preview the Pentagon's 2015 budget today.
Hagel is expected to call for pay raises to be limited to one-percent across-the-board and freezing salaries for generals and admirals.
He's also expected to call for a reduction in housing allowances and slashing subsidies for commissaries.
That could result in the closure of state-side stores.
The recommendations are part of an effort to cut personnel costs.
The budget proposal also recommends cutting the army to the lowest it's been since before World War 2.
It also cuts the Marine Corps by 8,000 and the Army National Guard by 20,000.
