Representatives from Florida's 23 gulf coast counties are deciding how to best spend billions of dollars coming their way.
County leaders plan to meet Thursday in Panama City.
They are tasked with developing environmental and other restoration projects to help areas most impacted by the 2010 BP oil spill.
B-p and federal officials are determining the amount of money the company will pay in fines.
Those fines are expected to bring billions to the various gulf coast states in the oil spill zone.
