Army looks to cut civilian workforce by 14 percent next year, Chief of Staff says.

The Army's Chief of Staff is looking for alternatives to civilian furloughs.

General Ray Odierno told the House Armed Services committee yesterday that the furloughs were horrible and unconscionable.

Instead of furloughs, the Army is looking at force reductions.

If sequestration continues, it will cut the civilian workforce by 14 percent.
