MONTGOMERY, Ala. (AP) -- Gov. Robert Bentley's administration has set up a new liability insurance plan for Alabama's education employees who previously relied on the Alabama Education Association and other groups for coverage.

The Republican-controlled Legislature passed the law after trying for three years, and the Republican governor signed it. Bentley says he didn't sign the law to be anti-AEA. He says he thought education employees should have the same coverage already provided state employees.

The Legislature provided $5 million for the first year and left the details to the Bentley's administration. The governor says the new program is being run in-house by the state, which is the same way the state employees' coverage is one. The new program started July 1.
