DECATUR, Ala. (AP) - Ronny Russell's proposal would require Mayor Don Stanford to have the city council's approval before negotiating legal
The Decatur Daily published documents that may indicate Stanford
and City Attorney Herman Marks offered embattled Chief Financial
Officer Gail Busbey $93,000 to retire after she threatened to sue
the city and Stanford personally.
Russell said he's asking for the proposed ordinance change in
response to that report. He said he believes officials are trying
to pay Busbey off and it's a misuse of city funds.
The council's ordinance was changed in 1998 to allow the mayor
to make unlimited settlements without council approval.
