The governor, who met last month with Treasury Secretary Timothy
Geithner and Federal Reserve Chairman Ben Bernanke, wrote a letter
to them March 5 spelling out his request.

commission, wants to refinance or restructure the debt at a fixed,
sustainable rate of interest, with the federal government providing
a form of bond insurance that is not now available in the private
