MONTGOMERY, Ala. (AP) - Alabama Secretary of State Beth Chapman
says she won't sign a settlement agreement with the U.S. Justice
Department over voting by the military and Alabamians living
During the 2004 and 2006 elections, before Chapman took office, the secretary of state office failed to send in reports about absentee voting by the military and Alabamians living overseas.
Now, The Justice Department is threatening to sue Chapman.
Chapman said Wednesday the Justice Department's agreement would
keep Alabama under the department's review through 2013, and she
won't agree to it.
