Opp's new Mayor John Bartholomew says his number one priority is saving where and whenever possible.
Mayor Bartholomew says the city is drowning in "red ink".
Just this week, the city council tripled the cost of using the construction landfill.
In addition, contractors will be kept to a tighter standard when it comes to commercial and residential building.
