There are 800 Henry County residents who live in the 10 mile radius of the plant.
Henry County's Emergency Director, Ronnie Dollar, says he wants to protect them if something were to happen.
As of right now if something happened at Farley, Houston County's EMA would have to help their residents.
"We have an obligation as public safety people to take care of the people here in Henry County and certainly we want to do our very best to do that," said Dollar.
The plan has to be sent to the state then to FEMA for approval.
It could take up to two years to get approved.
