Several members of the Geneva City Council say stray and abandoned dogs are a public menace.
Residents say the roaming dogs pose a danger to the young and elderly.
Council lawyers are currently working on a new ordinance to address the issue.
Under it, pet owners will be required to have a rabies vaccination tag on their dog's collar and an animal control officer will pick up any unleashed dogs….
