Florala city officials say they've seen a decrease in stray and abandoned animals since enforcing a decade old ordinance.
The animal ordinance stipulates pet owners confine their dog within a fence, or some other enclosure. If in public, the dog must be on a leash or chain. In the last two months, some 60 cats and dogs have been pick-up and transported to the Andalusia Animal shelter.
