The Okaloosa County Sheriff’s Office arrested two Crestview residents on charges of child neglect without great bodily harm, possession of marijuana and possession of drug paraphernalia.
A deputy responding to a call of a man waving his arms as if in distress on Aplin Road Saturday afternoon went to a nearby home to see if anyone had information on the individual. The door was wide open and two people came forward. They said the man waving his arms was a relative.
The deputy says in talking to the pair, later identified as Justina and David Rush, he noticed the home was in an advanced state of disrepair and filth. Children were found to be in the home where thousands of spiders, roaches, and ants were crawling on the walls, floors, and ceilings.
Both toilets were operable and dirty diapers were in various rooms. An infant in a bed had multiple cockroaches crawling on it. The deputy reported the carpets were filthy with ground-in food, dirt and what appeared to be vomit. A stench of vomit was noticeable. In a baby’s bassinet he found two bottles containing spoiled formula and a bottle of some type of medicine.
David Blane Rush, 27 and Justina Nicole Rush, 24, both of Aplin Road, were taken into custody on the child neglect and drug charges.
PAWS also confiscated an emaciated dog tied to a tree in the backyard.
In addition, while at the home, the deputy also noticed a small marijuana plant growing in a pot on a bedroom floor. James Franklin Feagin, 43, ran to the plant, pulled it from the pot, and shoved it into his mouth. He then tried to run from the bedroom and refused to spit it out.
Feagin is charged with resisting an officer without violence, cultivation of marijuana, and destroying.
