The Bay County Sheriff’s Office responded to 2407 Drummond Avenue on February 13, 2013, in reference to complaints by several parents that they observed a naked man in his yard masturbating as he watched children at a nearby bus stop.
Deputies responded and spoke with the parents that had observed the man, identified as Richard Allen Smith. Contact was made with Smith, DOB 9/6/58, of 2407 Drummond Avenue, Panama City. After taking statements from the witnesses and Smith, investigators arrested Smith and charged him with Lewd and Lascivious Exhibition with a victim under the age of 16, and Indecent Exposure.
Investigators believe Smith intentionally exposed his genitals in a lewd and lascivious manner, masturbating while naked and standing in his front yard. Smith allegedly did this while in the presence of a child under the age of 12 who stood at a bus stop near Smith’s home. According to a witness, Smith only stopped when one of the parents arrived at the bus stop and told him she was calling the police, at which time he went into his garage and shut the door.
Smith was taken to the Bay County Jail and booked.
