An Alabama lawmaker hopes his bill will reduce sex crimes in the state.
Representative Steve Hurst has proposed a bill that would use surgical castration as a tool to prevent sex offenders from striking again.
It would only apply to offenders over 21 whose victims were 12 or younger.
The state would require convicted offenders to pay for the procedure before leaving prison.
