The commander of U.S. forces in the region said that will prevent the country from reverting to a haven for terrorists.
General Tommy Franks added the number of U.S. troops will be reduced once the Afghan government is able to provide its own security.
Defense Secretary Donald Rumsfeld said the U.S. wants to speed up its training of the Afghan army and police force.
Rumsfeld said Afghanistan needs to build up its civil institutions. He said that means the international community must make good on its pledges of assistance.
