The Houston Treatment Center would be located in a 3,000 square foot building on Highway 84 near Wicksburg.
The facility would dispense methadone to people addicted to narcotics.
All of the windows are barred, there's a surveillance system and the drugs will be kept in a safe with a security alarm.
Opponents argue that there's no need for the facility even though Dr. Dan Cauthorn already has a list of 30-potential patients.
He says some of those people are currently driving to Tallahassee, Florida; Bainbridge and Columbus, Georgia; and Montgomery every day for treatment.
A hearing on the clinic is scheduled next Wednesday in Montgomery.
The facility is also still waiting for final approval from the Federal Drug Enforcement Administration.
