Coffee County Commissioner Bernest Brooks' motion to set-up an annual rotation basis for the commission chairmanship was voted down.

District 5 Commissioner Brooks has served on the commission for nearly a decade but has never been its chairman.

Each November, the council chooses which member will be chairman for the year. Brooks believes he'll never be chosen because he's African-American.

The 77-year-old retired state worker said the commission chairmanship should go on an annual rotation basis.

The post would then be designated to a different district each year.
