The Federal Aviation Administration says "pilot error" is to blame for a North Carolina plane crash that killed three Dothan residents two-years ago.
Dothan attorney Tom Motley was at the controls of a single-engine Piper he had recently purchased when the plane crashed into a house near the Raleigh Airport in December of 2001.
Motley and two passengers were killed, and one person in the home suffered minor injuries.
The FAA says inclement weather may have been a factor the night of the crash, but the final investigation report released last week also cites Motley's lack of instrument flight time and his lack of experience in flying his new plane.
