Downtown Dispute

Dothan's downtown historic district is continuing to attract investors, but one developer says red tape is tying up his project. The dispute could be headed for court.

Terry Bullard wants to locate his microbrewery to Foster Street in Dothan.

The place will feature a restaurant with outdoor dining, a concert hall and a nightclub with big name entertainment.

But Bullard says renovating an old jewelry store to house the venture has been a problem.

Bullard says the city building inspector’s office has also bogged-down his project. And, even though his plans have been reviewed and revised by a series of engineering experts he still can't get a building permit and start doing some serious construction work.

Bullard had planned to open his new place by the end of the year. Now, he says, that won't happen.

Dothan city officials say they've begun working with the local historic commission to make sure local regulations don't over-burden developers.
