The head of the agency that handles drug testing for the Olympics says baseball's steroid plan is a "complete and utter joke." World Anti-Doping chairman Dick Pound of Canada tells The Associated Press that baseball's plan to offer only counseling after a first positive test and then issue a suspension of 15 days for a second positive is an insult to the fight against doping in sport, to the intelligence of the American
public, and to the game itself. Many sports call for a two-year ban
after one positive. Baseball requires five positives before issuing
a one-year ban.
Penalties can begin next year in baseball because more than five
percent of the game's players tested positive for steroids in tests
conducted this season. That's part of the game's labor contract.
