President Bush signs legislation today aimed at preserving the government's "Do-Not-Call" list, which was designed to keep telemarketers off the phone lines.

However, even after his signature, the registry will remain in legal limbo.

The "Do-Not-Call" measure was rushed through Congress last week after an Oklahoma City judge ruled the Federal Trade Commission lacks the authority to establish the list.

However, a court in Denver has since ruled the list violates free speech rights.

The FTC is appealing the Denver ruling, but in the meantime, the largest telemarketing industry group says its members are honoring the list.

As to the president, his spokesman, Scott McClellan, says Bush feels strongly that people should have the right to prevent intrusive, annoying sales calls.
